Battery Park City is the only true place in NYC that I know of which is made entirely of fill. From the original World Trade Center site no less. There's some fill at the bottom of Manhattan, at Battery Park where you mentioned, where the Staten Island Ferry docks and the new(ish) subway station was put in.

There's a mark on the sidewalk where the road curves, right in front of the church across from the Ferry terminal, which shows the original shoreline of Manhattan. Everything from there out to the fort is fill but there are no buildings built on it. It's all open.

I'm not Doom except when I'm squashing ants but I have screwed seismologists so I can talk about quakes.

Oklahoma is getting many, thanks to pumping and fracking. The Mississippi Valley has a propensity for monsters. Not so much on USA's East Coast but they can still happen. Note that the once-a-decade-or-so large Pacific Coast quakes cause substantially less damage than any ONE of dozens of major hurricanes or tornadoes annually in the East and MidWest. Katrina was MUCH nastier than Loma Prieta.

I do not consider the USA east of the Rocky Mountains as suitable for human habitation. Yet people try to live there anyway. Suckers.
 
I've spent a lot of time in and around NYC and I've never been impressed with the infra-structure.
Most of the bridges look like a couple cherry bombs could bring em down.
Who thought it was a good idea to put a building on the GW?
It all just looks like a disaster waiting to happen.
