No question he was using steroids then, but they weren't illegal in baseball. At least, the one he was using wasn't. He actually wrote an article and it appeared in Sports Illustrated, and said how he used what he called Andy. I suppose it helped him, but he was a big slugger before he broke the single year home run record.
ETA: I know I spelled his name wrong. So, sue me.
