Actually is sameish smock, it's a two layer, the white is the actual smock, the yellow twn part is more of a robe or vest type thing, the old one has it unbuttoned the young one does not.

Look closer, the hat on oldy is not sagging with age, it is actually bigger. Now either the oldy has a bomb in his hat or turban or whatever, or he has a bigger head than the other one, I'm betting on bigger head. In any event two different men there, I think related considering the similarities of their faces, but two different men.

Anyway the CIA is so saying the wrong thing, because if a tired horny redhead can figure out there are two different men in those pictures and the CIA can't, there's a problem.
