It's why people move to the suburbs.

Chicago voters, like so many other urban havens,
have managed quite well over the past century at driving
out competition and establishing a firm grasp of the reins of power.

And in their happiness and bliss at establishing their heaven on earth,
they then turn to the thorny problem of, "How can we force the suburbs to
underwrite the checks that our mouths wrote, but our poor asses cannot cash?"
