Looking for story of a girl with power captured and bound

I have been looking all day for this story and have had no luck! I don't know if anyone will be able to help me because I don't remember any specifics. It starts with a girl getting captured (I think she was in the forest). It may be scifi or fantasy because the man the takes her is high up in some form of military but I'm pretty sure they aren't on earth. She has some sort of power and he binds her to him with a collar and bracelets and at some point in the story she also puts a set on him which binds them together even more. Omg!! It is so frustrating not remembering enough to find this story. I never finished it. Please help if this sounds familiar to you
