Looking for editor/co-writer

I have 3 stories I have posted without having someone review them first. I have a 4th story that was rejected and I'm not really sure why. I have 20 or so other stories in draft mode. I have sent a dozen requests to volunter editors but get (almost) no reply. The feedback I have received is that my writing is like a detailed outline of a good story, lacking in development. Most have nonconsent/pregnancy themes.
What would be ideal is to match up with someone who is a good writer, but lacks ideas. Someone who can take creative control of so-so stories and make them great.
