1) I've known one person who said she could, but as a caveat, she also said her partner produced rather voluminous amounts of ejaculate (her actual words were something close to 'he cums buckets'). With a more normal amount, measurable in a few mL or a teaspoon or so, and being approximately the same temperature as the recipient's insides, they're unlikely to actually feel anything, although they might imagine they do so (a somatic hallucination, possibly strengthened by context clues from their partner's reactions or behavior).

I have no reliable data to share on the other points, aside from reiterating that anal absorption of drugs is dangerous, and in the case of relaxants, can be extraordinarily messy.
