Looking for a story

It was an mc story about a guy (think his name was neil) who used some device or powers to rape and abuse women. There was a large subplot about a general he was working with, and the whole thing ended in a total bloodbath with a cop who was wronged by the mc-er and one of his victims surviving. Anyone remember this at all? I'd love to check it out again.

I think you're referring to the Liquid Mind Machine series by JMT (click here to see a list of his stories, including the LMM chapters). Everything fits, except the CIA officer is a Colonel, not a general. Interestingly, the stories are in the Novels & Novellas category instead of the Mind Control category, which may be why you had a hard time finding them.
