Personals is definitely the place for this.

To make it somewhat informative, I'd suggest getting to know other members (male, female, Canadian, interested in what you're seeking, and not) by participating in some of the many, many good discussions the forums have to offer. It seems the female members especially are more open to connecting on a more personal level when they see potential candidates have intelligence, imagination, good writing skills and are interested in more than getting off quickly. Another benefit of this is that you're more likely to find someone to have an ongoing relationship with, so you won't have to look for new people all the time.

If you do write an ad, your best bet is to make sure it shows you have those qualities, or are a generally attractive candidate. You're certainly not the only guy looking for cybersex, email, camming, etc. Look through the Personals, and you'll see a lot of desperate dudes with lousy, uninspiring ads that get no, or very few, responses. So, make it your mission to distinguish yourself from them in a positive way. Write an interesting ad, use your best writing and editing skills (spellcheck, good grammar, etc.), ask a question or two to spark responses and think about why someone might want to play with you, specifically, instead of any other guy looking for a quick cyber-lay.

Also, if you're primarily looking for online activities, I'm having trouble seeing why it matters where your potential partner is from, barring major time differences and such. Maybe you shouldn't specify you want Canadian ladies unless you're actually looking for a real-life relationship of some kind (in which case you should say you're open to it moving to real time if you really click, say what province you're in, etc.).
