LFS: Dystopian future. Men not being born.

In this dystopian future story the population of males is dwindling. On top of that, men are disappearing. Guy moves into new apartment block. He's a government worker (works in Mayor's office). Meets a female cop, who becomes his lover. All the women in the apartment block want to have sex with him because males are so rare. He gets on TV and says things that get him in hot water. He works with his former girlfriend whom he met in college and she took him to a sorority party where all the women abused him.
