The vB--this one in particular--costs something like 180 dollars US. You can find cheaper, even free, copies of bulletin board software all over the 'Net.

For the rest of your site you just need HTML. In fact, you can find simple website builder programs for free on the 'Net that'll do your HTML for you, you just type in or paste in your content and it'll code it for the servers.

When you chickie gets all cozied in, in America, she can start adding dynamic content that requires advanced programming. By then, though, you'll have a lovely start with a consumer base, a mission, and all that good stuff.
