I think that's a bit far. Until the vaccines kicked in, COVID was going to burgeon and a pandemic wasn't avoidable. But, yes, tens of thousands, if not hundreds of thousands of deaths can be laid directly at the feet of Trump, and beyond inaction. Many of the actions he took killed people unnecessarily. No deaths go directly to Biden because he was making genuine efforts to knock COVID out from the getgo of his administration.
