So, I am American trying to talk to a German. How and where can I set the translation to english?

I dont think you can set translation to a certain language on site. You probably would have to use google translate and do line by line.

Ok, I do see that when I go into the other language sites that it just switches over to English.

that would be a setting in your browser that can translate web pages. it is not a translation service for conversations on a chat or pm thread.
