Firstly, I'd like to say that as a guy, a woman's feet are important. You don't have to have a foot fetish to get turned on or off by them. Though I wouldn't say I have an outright foot fetish, I do like to explore with them from time to time.

I think I would pursue foot fun if my hubby was into it. It almost seems kind of a shame he's not, because I feel like I have pretty feet. I think we are both indifferent to feet, but I do make sure mine look nice since I wear flip flops all the time. Nobody wants to see unkempt feet. But yeah, if he was into it, he could do whatever he wanted to 'em. I have, on occasion, integrated them into some hand job action, but mostly for leverage. A well placed ball of the foot or heel applying pressure to his taint gets a lot of mileage during a handy.
