Nope. If you can't get hard at all, it's not going to help. If you get the right size (buy a graduated set, or an adjustable one), as soon as you get a semi it will start slowing the flow of blood our of your penis, and you'll get harder, and harder... The pills work great for me, but it’s good to know for if it stops working.
 
The pills work ok for me but the ring certainly enhances and works well when there are no pills to hand - and a lot cheaper! In conjunction with pills I swear it adds a bit to my girth also.
