How the heck is one suppossed to earn Karma? Because one can use Karma as a restriction for their stories.

There is not way!!
Just one of the many unfiished bits about Chyoo there is no way to earn Karma so if you set it as a requirment for a story no one will be able to add to the story.
Maybe someday they, whomever they are, will fix things around Chyoo.
