Sounds like a sibling picnic story.
Unlike most incest stories here, the brother and sister use a bit of self control, only hinting at their sexual urges (sexual fantasies kept secret from each other, no sex).
This could be a good virgin first time story ("first time" applying to touch only).
It could also be a completely different situation in a voyeur/exhibitionist or even seduction story.

I would cast this as a tease-and-denial story, but one-way only. Either the dude would spend all day lightly touching and teasing the babe, or the other way around. At the end of the story, we get the huge pay-off.
The sequel would of course be the turn-around situation. And if those do well, you could finish off the trilogy where they BOTH tease each other until the big simultaneous O.
Or, if you are into longer stories, these could be three chapters of one submission, but I tend to not bother reading anything longer than a page and a half, unless the author is very, very good with words.

A touch at the right time, right situation can spark something. From romance to an illicit affair. from touching one, so that others can't see...to touching one where one shouldn't...
How to set that up and bring across the passion/heat
How about this...
I young man has a day off from work and goes to the park to think about his life so far.
He is approached by a young woman who slowly walks over. He looks up at her and she is staring at him. She reaches over and strokes his hair, lightly and lovingly. She sits down on the grass next to him and touches his face in the most delicate way.
He returns her touch, softly stroking her cheek. She leans over and kisses him lightly, he returns her kiss.
They continue to stroke one another. She undoes her blouse and presents her bare breast to him. He strokes and teases them. He kisses them.
She slips her hand down his pants...
well, you get the idea. No one is in the park so they continue touching, stroking, feeling each other and removing each others clothes, building to a fever pitch.
