Looking through that article -- the reliability of which must be judged against the fact that its source is the usually batshit insane WSJ editorial page -- I see nothing attributed to her that is clearly a bad idea. Though I can understand how the target readership of financiers might be terrified.

Nothing I've heard of ever did go wrong with the Soviet banking system. Their problems lay elsewhere. (Mainly in declining oil prices.)

The comptroller supervises the financial sector. Last time that sector was effectively deregulated, we got the savings & loan crisis. A hands-off approach is inadvisable.
