He's not mentally disabled. He has a stutter, and one he can usually keep under control. That's not a mental issue, a speech impediment, not different than a lisp or that annoying Obama does when his mouth receives words in short bursts, then uh has to uh wait for the next transmission.Looks like Renaud doesn't care if the President is mentally disabled.
