I don't suppose you have at all considered the job growth needed just to keep up with population growth in a country with 1,600 times that many people? Sounds about right: one new job for every 1600 people when only about 1000 of those 1600 people have jobs.
Of course a "new job" doesn't necessarily take into account jobs that went away.
Such should be matched with the number of people who went off the roles when their unemployment ran out.
