The fact that he's still in office is an issue that needs to be resolved. His constituents have no representation so long as he's unable to vote. I remember similar rants from you concerning Congresswoman Giffords holding her seat after she was shot in Arizona. You seem to be overly concerned about the ability of Democratic Congresspersons to do their job because of illness. However, you don't seem bothered if one of their Republican counterparts (Todd Akin) misses 85% of the votes in the last quarter because he's busy campaigning rather than representing his constituents.
Personally, I'm a big fan of H.R. 6085, known as the “No Show, No Pay” act, which would dock a day’s pay for any Congressperson who miss a single vote held on a given day.
