Any cleric that issues orders for the death of another human being, or announces a reward to be paid to any party for the death of another.

No trial, no imprisonment. Hunt them down and kill them on the spot. Let them protest, pontificate, and intimate all they want. But once they cross the above line, kill them. Maybe if it sinks in that there are swift and final consequences associated with that behavior, the behavior might just stop.

Not really. I could spend a thousand pages trying to explain.

Islam has NO theological schools or orders. Each immam/mullah is a law unto themselves. You can't equate Islam to other religions like Catholicism, Anglican, Baptist, or even Buddhism. The most lowly of Immam's can issue a Fatwah with impunity. Some just have more prestige than others. It's the most disorganized of the worlds great religions.

You are right in the context of an Iran. Almost everywhere else chaos exists.
