History tends to repeat itself, and if this truism continues next month the Democrats may be in more trouble than they thought. Gallup has released their fifth biennial survey of voters, asking if they plan to “send a message to the President” with their vote, even though he is not on the ballot. The results look very similar to two other midterm contests in recent memory.

PRINCETON, NJ — Registered voters are more likely to view their choice of candidate in this year’s midterm elections as a message of opposition (32%) rather than support (20%) for President Barack Obama. That 12-percentage-point margin is similar to what Gallup measured for Obama in 2010 and George W. Bush in 2006, years in which their parties performed poorly in the midterm elections.

While it sounds like a rather obscure question to put to the layman, their track record indicates that this one is actually a fairly prognostic marker. These numbers are right in line with Bush in his sixth year (where the Democrats swept both houses) and Obama’s first midterm in 2010, which was nothing short of a tidal wave for the GOP. It also tracks with the sitting President’s popularity in each case. When the numbers are flipped the other way, such as Bush in 2002, the party controlling the White House held steady or made gains, which seems a bit easier for a president two years in than after the six year itch begins to manifest.

The other interesting nugget in the history of this survey is Bill Clinton in 1998. Not only was he at the six year mark – where people should have been tired of him – but the GOP was in the process of trying to impeach him. The guy was such a master of self-marketing, however, that his popularity remained in the 60s and the GOP wound up losing a net five seats in the House and barely holding on to what they had in the Senate.

Of course that's how they'll try to affix the blame.

The problem for the Obama administration is that they will be demonstrating a very short view of history, if not a total ignorance thereof. Clinton vetoed two instances of the "Welfare Reform Act" prior to finally signing it. The reason he caved in was due to public pressure, it was obvious exactly who was 'stonewalling' the legislation. It is true that Clinton was facing a re-election campaign coming up so he did have a damn good political reason to finally sign the act into law and that scenario does not apply to Obama. But the fact remains that the stonewallee is going to get the blame no matter what and for all of Obama's rhetorical skill while on his teleprompter 'A' game, nothing is going to save him from being the focus of the obstructionism.

Another tactic might be to sign the legislation and at the same time sign a slew of Presidential statements that gut it and would take years to wind their way through the court system while he runs around decrying who his bipartisan outreach is being met by hostility and lawsuits.

Even on k-12 education we got most people believing that if we left curricula to local school boards our kids would be ignoramuses who believed unscientific nonsense.

“Obama’s upset the applecart. He pushes unworkable Rube Goldberg contraptions midwifed through Congress by those crazies Reid and Pelosi. When it doesn’t work, he jerry rigs it in ways that make it only worse and more patently partisan.

“His people tell outrageous lies that only morons could believe -- like simultaneous accidental destruction of IRS records under subpoena, and that the murders of our ambassador and his defenders were because of a video no one saw or cared about, a lie shamefully repeated over the caskets of the murdered men. This, after on his own -- with no Congressional approval -- he upset the order in Libya which was hardly a threat, and destabilized it. “His Attorney General stirs up racial division and abets vote fraud. He clearly was involved in handing off weapons to Mexican gangs and then stonewalled and ignored Congress when it investigated this incompetence.

“The economy stinks and all his wealth redistribution policies are only making the middle class poorer.

“But as bad as that is, the incompetence and inattention is what’s killing us Democrats. I mean, putting in charge of the Secret Service someone with no law enforcement experience who thinks the White House team should make the presidential residence more like Disneyland!

He makes a speech saying the mid-term elections are a referendum on his policies. Senator Roberts has already done a thirty-second ad linking his opponent to Obama’s hated policies.

"It’s an inexpensive 30-second ad that is very devastating to us and you can bet that similar ones will run in every state electing a senator this year, with the Obama policies named in each one of them being those most hated by the state’s voters.

“So you think Congressional democrats should join Republicans in impeaching him and removing him from office?” I asked.

“Are you kidding? That would be racist! “
