how do you know the fathers aren't supporting their children?
chances are they're not, but you can't draw conclusions like that without evidence.

I don't know what it's worth in the USA, but here welfare means extremely poor.
One of my friends ended up on welfare for a while after her asshole hubby left her while she was in labour with their 5th child. (He literally walked out of the hospital and never went back.)
She and a few friends, including me, had to work out a budget for her to live on - and in the mid-1990's we had to make up a menu that cost $3-50 per meal for all of the family.
We did it, but only by rotating donations of staples (rice, potatoes, etc) between us each month.
I don't know how anyone can WANT to be on welfare - my friend did it really tough for the year she was on it.
Now she's a teacher and all is good.

I had a client with 10 children at 25. At the trial to terminate her parental rights she said, Mister Johnson I want my kids back. And I said, if I did that you got no way to get all of them home, and no home to take them to.
Her MO was screwing several illegals, and when she got pregnant scamming all of them for money. But they always found out, and she usually ended up in the hospital after the baby and her guts were kicked out of her body by the illegals.

They give you what they consider enough to barely keep you alive while you look for work, but there are people who will abuse that system. You get about $300 per child per month to keep that kid alive. That's for everything, clothes, diapers, toys, shampoo, electricity, etc. You also get around $145 in food stamps. That's around $445 a month to live. Now, if you're a good person, you can just get by on pasta and food from your garden. If you're a bad person, you can let your kids go unwashed and hungry, literally begging at your neighbor's doors for food while you waste that money on pills. I've seen both.
It's worth noting that it's about a thousand times harder to get any kind of benefits if you happen to have a dick. You don't get KCHIP. You don't get kinship money because you won't get custody. It's a bad system.
Also, unless you have new children (under the age of 3) you have to work 20 hours a week to get any of those benefits. I recently found out that if you have kids up to the age of 15 you can also draw them out while you're on unemployment. So at least that's something.
So that's something of a rundown for whoever was wanting to know how it worked in the States.
Oh, and I don't remember what the cutoff is exactly, but I'm thinking it's $13,000 a year, but don't quote me on that.
