At first glance it is tempting to see this as ploy, a gambit, albeit, a rather poor one the gambit being
EITHER
IF damage did not occur
THEN Bush is a liar
[EXCLUSIVE] OR
damage did occur
HENCE (by failure to report) Bush is a criminal
END (check and mate, by your analysis)
Which is all fine as a ploy, but a rather weak one. You are very concerned about the specificity of the charges, but that, in my opinion as a person of strategy, is taking rather a near view of a very near thing. Let us look at it from a distance, I will make my point another way, and then perhaps, I will once again, be worthy of entering in discussion.
The first premise I would make and offer is that this is not a republican vs. democrat issue as it is being discussed. Well, what foundation could I possibly lay for such an assertion?
If the republicans make this an issue, they are crucified by the twin horns of dilemma which have been presented so far, to wit, Bush is either liar or criminal, so they worked very hard to make it go away. No rather, the story is resurrected and dared to be debunked. The proof is demanded and is not forthcoming and hence would appear to bolster your argument.

Now, the sources who claim the damage, claim proof and in the past have been reliable about it. Why do they not bring it forward? Precisely because you wait to spring the trap, but I believe the evidence IS there and that is why it is an issue, but again, I submit, and am trying to build the case that it is the democrats who want this as an issue.
]An aside on sources. Why do I believe mine? Because they have been correct before and when sued by your side, prevailed. So I believe they have the photos. On the other hand a source like Democrat.com has been nailed fabricating an affair by the other Bush and at that, I will let it rest other than to say that my second premise, is concurrence with maybe even you, is that there is evidence which everybody has alluded to but are trying to side-step.]
So, again, why do the Democrats need this as an issue, that they trashed, albeit maybe only on the scale of harmless pranks, the white house, lifted some furniture, grabbed a few souvenirs from air force one, which I really begrudge no one, just talking pure tactics?
Now slowly I get to the meat of what needs to be said. Whenever there was a Clinton scandal brewing, they liked to leak things out as to begin to control the spin. Now Hillary (and believe I am struggling mightily to not copy Dan Freisa and use the HitLiary version, because again, we are speaking purely tactic and non-partisanship, eh?) wishes to be president.
I believe, she needs the pictures out and is desperately trying to flush them out in order to begin spin control because they could be damaging if they appear say two weeks out from election time. But again, let us go to our original premises in that the Republicans will not bring the issue up, again, because of a rather week gambit, but one easy to make hay off of. No, they will continue to stay clear of that minefield and frankly, Hillary knows she has them cornered and cowed and is dying for them to take it up.
So who does Hillary fear and why does she need to get the pictures out? Well, I submit that the Democratic Party is a snake pit of politics which frequently devours its own. Hillary is not the only ruthless democrat with ambition to be the president of the United States. She is terrified that her own party will crucify her with the pictures in the primaries in order to defeat her. I believe she is making some real enemies in her own party and she needs to start her spin control on this issue. That is why the Democrats do not want this story to go away.
In conclusion:
The nature of the press is changing. The Post cleared house today. Why? Because you can preach the liberal slant all you want because you have free speech. But when people just stop buying your publication and stop buying advertising, you suddenly get real conservative, if you want to stay in business. You suddenly loose your free speech.

The Austrian Model predicts we have to have a recession. I do not know if it is true or valid, but it is matching exactly what is happening now, and it is going to get worse. I predict dark days for Democrats and you can hold me to that. Hillary is mean, mean, mean, she even tried to kill Strom. The Democrats are now in non-stop aggressive campaign mode.

Too much yang. Not terribly Fung Shue. The body is not in harmony and is out of balance. If balance is not restored, permanent damage will occur.
