Yes, it most likely is a direct violation of the Logan Act. Of course, Saint Ronnie got away with the same in 1980, so why wouldn't Trump go there?
 
There are NO negotiations between the US and Hamas or Israel. The US, along with Egypt and Qatar are attempting to act as intermediaries. No one, including Donald Trump, can interfere in negotiations that do not exist.

Further, PBS, the source of the OP's question, has mixed possible fact with a conclusion with no basis in fact. I have no doubt that Donald Trump is speaking to Netanyahu. I will accept that as fact. The assertion that the sole reason is an attempt to undermine Biden/Harris is mere conjecture. The fact is that the only rational course forward for Israel is the total elimination of Hamas and that being the case whatever Trump of Biden/Harris have to say is relatively inconsequential. For the time being Israel is paying lip service to Biden et al while continuing to take out the trash.

Trump has shown time and again his entire life has been transactional in nature.
There are exactly two possible reasons why Trump is inserting himself into Israel's genocidal campaign against Gaza:
  1. The potential to make money. This is Trump's primary motivation in 90% of his interactions, but highly unlikely here.
  2. The potential to embarrass and/or discredit political opponents. BINGO.
