Have a question, if a cat licks on a woman in... or near the genitals is it beastiality? What if the cat isn't really a cat but a shapeshifter? If anyone canhelp, need answers!

If the cat is a real cat, Felis whatever the latin name is, it's beastiality.

If the cat is a shifter, and is therefore a sentient being capable of making an informed decision about sex and of having a conversation with the woman in question, it's not beastiality.

Actually, it would be bestiality. But, yes, any animal licking a human's genitals would be bestiality. Needs to be a shapeshifter, TALKING (somehow) cat (cartoon character or whatever), werecat, or whatever else.
