Is anyone else confused?

Both statements were taken from the Forum Rules link at the bottom right of the webpage, and the other from the FAQ's at the top of the webpage, in the grey banner. How can both exist when the first statement should rule out the need for the other!?

1.*"You must be 18 years or older to read or participate at Literotica".

•FAQ's•
"If you are under the age of 13, the administrator may require that a parent or guardian provides consent before allowing you to complete the registration process. More information about this is available during the registration process".

The 13 year old guideline was made a law quite a ways back, and the forum software designers built it into the code. The 18 rule is then added by the people that own the forum.

Surely the software of the "site" can be updated so that it doesn't contradicts itself?

I had wondered if it was due to the age of consent in some parts of the world being 13 years old?
