Incest/Non-consent

I have fleshed out the bones of an idea on the above theme involving a brother/sister relationship, while still at home with parents, which begins with the brothers increasing interest in the sister, leading ultimately to sexual activity, but not full sex.
In my ass about face way, I have more or less drafted the introduction, the lead up, and sexual tension felt by boy to girl. I have then skipped on to the sexy bits, and the changes in the relationship between them, but now must turn to the events which crystallise the change.
I feel too many incest stories leap ahead in a sexually charged way, when in real life such feelings are much more repressed, and would take much more to come to the surface, than a chance remark, or accidental nudity. In this scenario, the brother, I feel will have to blackmail, bribe or coerce his sister, and the question is, how to best achieve this in a fairly plausable way.
Should he threaten to expose her activities with her boyfriend using photos discovered in her room, bribe/threaten her about money which she borrowed from him, or threaten to expose a drink driving accident she barely covered up etc. I look forward to any help guidance or alternatives to the above.

The way you've written the story is perfectly fine. Often I find myself writing the parts that come the easiest -- whether its the beginning, middle, or end. The problem is keeping the parts going in the same general directions.

As for your story there are several ways I'd suggest you could approach it. But, first you need to answer some questions yourself.

Does the sister feel the sexual tension or is it only the brother? How does the sister feel about the tension if she is aware of it? Knowing this would help you figure out to what efforts the brother would have to go through to get his sister. That could range from simply asking her to blackmail to drugging.

How has the brother/sister relationship changed? You suggest it has, but is it better, worse, indifferent? If the sister is drawing closer to the brother it becomes easier to get her in the sack if she is more distant or withdrawn due to his advances it becomes more difficult.

You think the brother will have to coerce his sister into sex. To what lengths will the brother go to do that? That seems like the question you really need to figure out. That will dictate what actions he needs to take or will take to bang his sister.

I think if you can answer these questions it will flesh your story out some more and provide the depth you desire and not lead directly to sex like you say about other stories. If you do this when the sex comes it will be more believable.

"Blackmailed into incest" has been done 1008 times. You need to find a way to make it unique. The sister would need to already have loose morals, or the blackmailing material would have to be seriously damning for this to be believable.

How about this?

Have the brother (who, as you described is infatuated with his sister) save her from some traumatic event, for example at a party another guy tried to molest her. She is in turn, very grateful of course and hugging and other physical contact ensues.. perhaps some kissing... and she ends up giving herself to him, her hero of the day, so to speak.

Then, as a twist in the anti-climax, include a brief conversation between the brother, and his buddy. The guy that tried to molest her... collecting his $50 bribe for helping him to get what he wanted all along.
