The UK has far fewer law enforcement per population than the US, and there is just about zero chance that they'll shoot you.

Surveillance cameras seem popular, otherwise people wouldn't be purchasing their own Ring doorbells.

That's cute and all. Per Google but feel free to find a different source, I tend to trust them for raw number stuff. The UK is roughly 94k square miles vs California 164k. The UK has 68 million people vs CA's roughly 40 mill. So JUST right there you should be able to see why per capita means very little. CA is geographically larger and sure smaller population but I left out 49 other states. Them having fewer camera per people doesn't mean they don't have considerably more overlap.

My understanding is that in the UK its just not possible to move around without being observed if someone cares. I don't really care that the state if it is willing to dedicate the resources to tracking me can do that. The government isn't my friend but realistically I think the government has been able to find me my entire life. I'm happy that if I get into a car accident I at random spot on the freeway the First Responders aren't gonna be counting on my out of town girlfriend to know what mile marker we just passed or if we're closer to the 210 or the 91!
 
If the state wants to track you, all they need is your phone number. No country has a more comprehensive tracking than that.

You dial 911, shout 'Help!' and hang up, the cops just speed-dial the mobile provider and get your location within seconds.

Trust me, the UK is completely fucked up and likely beyond hope of recovery without massive amounts of bloodshed. Most of which will be from you limeys as you slowly realized that you've committed social suicide by political expediency.
