If you're looking to meet someone here, there is a personals board. I don't know how much luck people have actually meeting from there. Fetlife may be better for finding munches, social gatherings for the kinky folk.
As to being safe, you just have to take as many precautions as possible. Meet in public, make sure someone knows where you are going, don't meet until you feel comfortable, etc.
