A story I read on the web about a decade ago.
The setting is a world where either the people are werewolves or the soldier caste is. They may have been bio engineered.
The main character is a female soldier. She wears some sort of suit or power armor that matches her werewolf frame. Early on she comments that the armor makes her fur itch. While out in the woods scouting or patrolling she is captured by an enemy werewolf soldier. He forces her back into her human form and then puts a leash or collar around her neck to hold per prisoner. This restraint keeps her from going back into her werewolf form and attacking him.
The story then continues for several chapters where he leads her back towards his own camp or base through the forest. The story has a BDSM theme in that he maintains a substantial power advantage over her since he is always in his werewolf form and wearing his armor and she is trapped in her human form (possibly naked)
There may have been a strong clan emphasis as well. In that the main character and her captor are from different werewolf clans.
The civilizations have space travel and this may all have been taking place on a planet that was contested by the different werewolf clans/factions.
The authors note at the end recognizes that the story is not very explicit because the focus is on the power relationship and how he dominates the main character and she gradually submits to him and not the actual sexual acts themselves.
