However, the newspaper(s) in the area in which you live has, in some cases, even more power than the government. I would go and talk to the school and tell them you need help and not a 100 Euro fine. If you do not get help from the school, you will go and talk to the newspaper(s) and see if you can get help there. Schools do not like the kind of negative publicity that putting someone on the street can generate.

You're from the USA, I'm from Slovenia. We're talking about the Office of Student Dormitories, not a private institution. The OSD is a branch of the Ministry of Higher Education. Another branch happens to be the University.

The OSD doesn't care about publicity, as they're pretty much the only source of subsidized student housing around. In short - there is no market and there is no effect from negative publicity.

Of course, I'm going to have a word or two for quite a few of our bureaucrats ... something along the lines of "get out".
