Firting is definitely an acquired skill. I've learned what flirting skill I have from watching others I thought were very good at it, then imitating them while adding in my own personality for flavor.
I'm not great, but I'm okay. The best thing is that you can only get better by practicing, and flirting is a lot of fun.
Don't worry if you don't think no one notices. Just flirt for the sheer fun of flirting. In time, you'll be noticed. In fact, you already are.

Jim is so right. Flirting is skill that is practiced. Some people have it naturally, some people have to work at it some more. You may be in the second group.
The easiest way to flirt is not to care about the outcome. If you are already putting expectations on a chance encounter or a first date, then you are doomed from the start.
One more thing, if that picture is really you, you probably don't need to flirt. I don't have the perspective of another woman, but I would flirt with you. I wouldn't even have to think twice.
