But this time he may be serious. DPRK is in shit-shape, like a death spiral. Kim may see attack as his option.
Let's get political-hypothetical. A N.Korean ICBM vaporizes San Francisco or Seattle. (No, it won't happen, but still...) Which presidential candidate gains? Or will elections be canceled after war is declared and North Korea is reduced to a glowing glassy puddle? (Not necessarily in that order.)
Does Hillary gain cred because she's a reckless warmonger? Is Bernie lynched by an anti-pacifist mob? How do Tromp and Cruze [sic] exploit the tragedy?
Or suppose the N.K missile flames out in mid-Pacific. Will anyone care?
