If you actually read the President's executive order, which the OP linked to, it's completely empty. It says that it only applies to flag-burning that is conducted in cases that might be criminal under other laws for other reasons. It doesn't directly overturn the Supreme Court precedent, and it's not likely to have any lasting impact. This was a silly executive order for show, like so many of Trump's orders, but I wouldn't worry too much about it being used as precedent for anything in the future.

Pretty much. I don't think Trump has an agenda in the usual sense. Consistency is not important to him. He acts from the gut. I doubt he has ever read the project 2025 protect and doesn't care whats in it. That's not to say his actions wont sometimes mirror what that plan wants.
