If its a virus like program that uses your cam and mike i would shut down your anti virus and start hitting all the questionable websites you can find, with luck the cia program will take some of webs worst back to its masters.

The CIA has spyware that is more sophisticated than anything you can possibly imagine.

There are even cleverly hidden physical spy chips in most/all computer motherboards that handshakes with that software.

I really do hope you're joking with this thread.

What you're talking about is a very high level surveillance protocol and to warrant that kind of activity and budget you would have to pose a significant threat.

Talking about CIA involvement in drugs or even their much publicized activities from MK-Ultra back in the days would scarcely warrant them starting a file on you, let alone authorizing a 24 hour team or electronic resources for your stuff.

HOWEVER, with all that being said, make sure you fashion a very nice hat out of tinfoil and wear it everywhere while you're awake, this will ensure they won't be able to read your thoughts or even recruit the aliens to give you an anal probe.
