I am looking for a quality whip maker to craft me a Cat o' Nine. My previous whip maker is no longer in the business. Unless you know of a really HIGH quality retail Cat, I would prefer to deal with an artisan.

Go to a renaissance fair. Find the leatherworkers there. They always have a thriving business in that sort of thing.
 
Really depends what you are looking for of course.

Do you care about cost?

Are you looking for something plain but functional, or something aesthetically stunning?

Is leather ok, or do you want plastic or paracord? (I carry both leather and plastic - plastic is much easier to sanitize and clean when playing with strangers).

But a few obvious options include:

Paul Nolan at Midwest Whips - fairly traditional
John Cantin at JRChandcrafted.com - he only does paracord as far as I know, so colorful but not traditional
Victor at handmadewhips.com - def more on the pretty but still functional end of things

There are still plenty of great whip makers around - just have to find someone whose aesthetic/functional/cost balance fits you well.
