In a recent interview with The Miami Herald/Tampa Bay Times capital bureau, Mr. Bailey, who is widely respected, said Governor Scott had lied when telling the Florida cabinet that Mr. Bailey had willingly resigned from his job as commissioner in December. The three cabinet members — who, along with the governor, oversee the law enforcement post — said they had not known until after the vote to hire a new commissioner that Mr. Bailey had been ousted.
Mr. Bailey said he had been forced out of the job after he refused to acquiesce to repeated requests by Governor Scott and his staff to violate policy, take political sides and, in one case, target a county clerk for something she had not done and then falsify a news release.

An article on Friday about accusations of political meddling by Gov. Rick Scott of Florida in the ouster of Gerald Bailey, the commissioner of the Department of Law Enforcement, misstated the governor’s position on Mr. Bailey’s successor, Rick Swearingen. While Mr. Scott says he will support Mr. Swearingen, he is not opposed to reopening the search for a commissioner; he did not reject a request to do so.

Rick Scott’s office erupted publicly Tuesday as the ousted director of Florida’s top law enforcement agency called Scott a liar for claiming he resigned voluntarily. Former Department of Law Enforcement Commissioner Gerald Bailey said he was forced to quit without explanation Dec. 16 after eight years as commissioner and more than two decades with the agency. […] “He resigned,” Scott said after a Cabinet meeting Tuesday. Pressed by reporters, Scott said: “I’ll say it again. Commissioner Bailey did a great job.”
Bailey, 67, said Scott isn’t telling the truth.”I did not voluntarily do anything,” Bailey said. “If he said I resigned voluntarily, that is a lie. If he said that, he’s being totally untruthful.”
And why oh why might Voldemort want to do away with this longtime civil servant? Because he wouldn’t turn his agency into the Scott campaign’s appendage:
Scott’s campaign asked Bailey to take part in a June conference call to discuss “the governor’s platform for the next four years.” Bailey considered it wrong for him, as a law enforcement officer, to engage in partisan politics and emails show he refused. […] Bailey complained to Scott’s chief counsel, Pete Antonacci, that he was receiving solicitations to donate money to Scott’s re-election on his state computer.
When he complained to Antonacci, Bailey said he was told, “Just delete it.” It’s illegal in Florida to destroy public records. […] FDLE agents in Southwest Florida rejected requests by Scott’s campaign that they transport Meghan Collins, a campaign staffer assigned to first lady Ann Scott.

Bailey said Hollingsworth pressured him to name interim Orange County Clerk of Courts Colleen Reilly as the target of an FDLE investigation into forged court documents that factored heavily into the escapees’ plan. Bailey said he told Hollingsworth that Reilly was not to blame and refused to implicate her.
“The most shocking thing was being ordered to target another individual without any justification,” Bailey told the Times/Herald. “I don’t know why this woman was in the cross hairs.”

One of the things Bailey said Scott wanted from him was to say that then-acting Orange Clerk of Court Colleen Reilly, was the target of an FDLE probe in 2013 over two killers' use of forged papers from her office to walk out of prison.

Bailey said that Adam Hollingsworth, Scott's former chief of staff, asked him to name Reilly as part of FDLE's investigation into the 2013 escape of two convicted murderers from the Franklin Correctional Institute. The two prisoners, who were later apprehended, used forged court documents from the clerk's office saying their sentences had been reduced.

Former Lt. Gov. Jennifer Carroll says she is one of a few people who knows exactly how Gerald Bailey feels.
Like the former Florida Department of Law Enforcement commissioner, Carroll says she was taken by surprise when she was told she had to resign immediately or be fired.
The difference for Bailey, whose ouster has caused a major headache for Gov. Rick Scott's administration, is the Cabinet shares oversight of FDLE and balked at how he was treated.

Fernandez would find his own reason for investigating Reilly. He learned that she and another top aide to Gardner, Stephan W. Carter, took a combined $271,772 in severance upon Gardner’s death while continuing to work in the clerk’s office.
Both Reilly and Carter resigned in April and returned the severance money under pressure.
