You'll find everything you need to know here, except the time lag between submission and posting. That' currently 6-8 weeks, but should be drastically reduced in the near future.
Since you are from India, I strongly suggest you use the volunteer editor program first. (I'm currently unoccupied as an editor, BTW) Do NOT however, let your editor destroy the flavor of the Indian accent to your story! You primarily will want a proofreading for misused words that will detract from your story, and sentences with unclear meaning.
I applaud you for writing in a second language. I particularly enjoy stories from and about India and the Far East.
