Ban all diesel now and you'll starve 6.8 BILLION and the few hundred million leftover will be living in the ol' timey days again. Hand built cabins and beasts of burden, riding horses!! or you gonna ban those too?
 
You can't ban the most widely used method just because a better one has just been invented. There would be nothing to replace the millions of ships around the world, so trade would die off and it would likely start the worst financial crisis ever.
Give it time and I'm sure most will adopt the technology as it becomes more widespread and easier/cheaper to manufacture.

The total energy cost of mining the materials and making the parts of the solar hydrogen ship is probably much higher than a ship with a fossil fuel engine. A boat that looks clean can still have a mess behind it in mines and factories. It's a toy for photo ops and greenwashing.

Actually Hydrogen can burn in today's regular designed gasoline engines with minor modifications, and you can even remove a lot of the current pollution control systems such as catalytic converters.

Note the palladium for catalytic converters comes from mining, the rare earth metals also required for today's fuel efficient electronic systems in modern cars come from some of the most polluting mining in the world and are also not needed either, since A: hydrogen is the most abundant element in the universe, we need to worry about the vehicles fuel efficiency since B: the waste product from burning hydrogen in a standard combustion engine is water.
