How Would You Describe...This Voice?

So I figure we all should be at least fairly good at describing things, but I can't think of a way to describe this particular voice besides, "cracking," and I assume there must be another way.

PS: I made the title the way I did so I can turn this into a series if I have other description problems.

I would describe her voice as either piping, or less nicely as shrill.

That voice sounds more "electronic" to me. It feels as if it has been 'massaged', speeded up a fraction and lofted in tone. There's no Bass in it whatsoever, although, to be honest, many (most?) Japanese voices tend to have less Bass anyway.

It is so bad, that when Japanese makers of communications equipment work on the microphone and audio filtering, they need to bear in mind which region of the Earth the radio is going to.
