In composer, there is a side button of two squares over lapping. Click it, and type in the size. If you want it to stay true to size, that is, to make it look unstretched, then only change one. The other will adjust accordingly.

Irfanview is a freeware program that does a very good job of resizing pictures without distorting them and is very easy to use.
PaintShop Pro, from www.jasc.com , is another very good image processing program but it's NOT freeware.
There are literally hundreds of programs in computer stores or available for download that make resizing as simple as opening the resize or resample dialogue, typing in the new size for the largest dimension and clicking OK.
Each of them have advantages and disadvantages, but irfanview has, IMHO, the best capabilities for the price of anything available.
