How to edit audio?

Steer me toward an inexpensive but effecive program to edit audio. I'd like to be able to pick random bits out of audio files and mix a bunch of these different sound clips into one file being able to adjust volume, pitch, speed etc. Easiness is worth money but I don't want to spend a thousand dollars for something to learn on. Thanks.

that damn bouncing banana in the smiles menu is dancing to the CD I have on and distracting me.......it is amusing to watch though.
 
Goldwave is a great peice of sound editing software. It's unlimited to try, but nags you after a certain number of commands. It costs only $45 (USD) to buy.

I actually use Cool Edit ;) but it has been taken over by Adobe for the handsome price of $300 or thereabouts.
