You can't. If the rate falls outside the norm, it might be swept by a process that runs every once in a while to get rid of those votes outside the norm. When the process will run, is anyone's guess. Keep checking back to see if it has been swept.

It seems the phone Beta will allow you to change your score. I accidentally rated a story four and was able to change it to 5.

Mmmm... what version are you on? The current version 2.1 doesn't allow that.
