For a PM, you cannot attach a photo - what you can do is host the link elsewhere (photobuckets, for example) and embed the link as an image.

In a post, you have several options.

This post explains clearly, step by step, how to make your image appear in the body of your text.

and this post goes into further details on how to attach images

Click on the little yellow box with the mountains on the post form and then insert the image URL. If the image is not on another website you will need to upload it first.

I have no little box with mountains...! I am using firefox btw

Click here to go to your User CP>Edit Options. Under Misc. Options, you want to select the Standard Text Editor that gives you extra options, rather than the Basic Editor, which is just a plain text box. Save the changes to your options, then come back to see if you have the formatting options/icons when you try to reply to a post. The Insert Image icon looks like this, and is on the bottom row of icons:
