Saddam is now offering the US equivalent of $32,000 to the families of those who will sacrifice their life in a "legitimate war time tactic" as he called it, against coalition troops.

This is not what he truly believes is their worth. But it's enough to recruit those who want to leave something for their families who have nothing, because of Saddam.

Remember, Iraqi's are poor; Iraq is not ...not in the least bit.
