How does one measure a frying pan, across the top or the bottom?

frypans, or skillets provide a large flat heating surface and shallow sides, and are best for pan frying. Frypans with a gentle, rolling slope are sometimes called omelette pans. Grill pans are frypans that are ribbed, to let fat drain away from the food being cooked. Frypans and grill pans are generally measured by diameter (20–30 cm).
 
Usually by how big a dent they leave in a guys brainpan.

Cast iron ones are best for this.

Otherwise, just measure across the top of the cooking surface.

You measure the largest diameter, across the top. Frying pans are mostly made and sold by men, who always like to be able to advertise the biggest dimension they think they can get away with.

How does one measure a frying pan, across the top or the bottom?
All three of my cast-iron skillets have a size stamped on the bottom. That number matched the outside diameter of the top of the skillet, not counting the pour spouts cast into the rim.

My mirro-ware aluminum cookware matches the diameter of the matching lids -- the inside diameter of the pans.

Depending on the manufacturer, I suspect that the measurement system will vary by manufacturer but will generally match a tape measure laid across the top of the pan at some point.
