The easiest way to reduce an image size is to "export" it rather than saving it. By exporting it, you're removing all of the meta data that is coded into the image by photo programs. This meta data is used by the photo program to keep track of changes and modifications to the image.
Open the image in your photo program, then "export" it to any folder. Once exported you should see a drastic reduction in the file size of the image.
Prior to exporting, make sure you've sized it and saved it in the resolution you want. Make all modifications to the image, once you're done manipulating it, export it.
