How do you add a picture of yourself on your profile?

I'm new here, and I was just trying to figure out how you add a picture of yourself on your profile.

First, this stuff is all covered in the "How To" sub-forum, along with a whole lot of other useful info. While you can't add an avatar pic, which is what I think you mean, until after 100 posts, you CAN add one to your profile, which is the page people will see when they click on your name. Click on User CP and then on Edit Profile Picture.
